What's Cooking Wednesday: Tangy Spiced Brisket

This is something my mom has done a variation of recently. We never used to eat brisket but now we have it maybe once a month. And I'm not complaining at all. It's great with mashed potatoes (but what isn't) and a vegetable of your choice.
